The Montana Department of Transportation (MDT) contracted DOWL to update Montana’s statewide long-range transportation plan. The update provides a comprehensive outlook and outlines a policy roadmap to guide future MDT decisions.

The update complies with current regulations and guidance under MAP-21 and the FAST Act including consideration of national planning factors and identification of performance measures and targets in the areas of safety, infrastructure condition, congestion reduction, system reliability and resiliency, freight movement and economic vitality, tourism, environmental sustainability, and reduced project delivery delays. DOWL’s planning team crafted goals and strategies to address trends, issues, needs, priorities, and funding source concerns in these areas.

In support of the update effort, the DOWL team also conducted a robust public and stakeholder involvement program using an online survey, press event, media coverage, and stakeholder workshop to solicit feedback and learn about the priorities for Montana’s transportation future. DOWL also conducted monthly project management team meetings with MDT decision makers to guide the plan update process.
