Goat Blocks Development

The Goat Blocks project is a multi-block, mixed-use development in Portland’s vibrant inner southeast core. DOWL team members led the civil design and permitting from concept to completion for this multi-stepped permitting and entitlement project. The project consisted of the vacation of public easements and the rerouting of a public combination sewer line and franchise utilities before the multi-story parking garage excavation and transformers could be placed to serve multiple parcels. DOWL team members also designed the public improvements and stormwater and collaborated with the design team on the public plaza and connections through the site.
