Scope

The Alaska Department of Transportation and Public Facilities (ADOT&PF) with
the assistance of their contractor, DOWL Engineers (DOWL), is undertaking
the project to extend and reconstruct Abbott Loop Road from Abbott Road to
East 48th Avenue. Features include bridging over the North and South forks of Campbell Creek, a depressed median (snow storage & storm water management structures), turning lanes, trail under crossings, intersection improvements, a separated pathway, and other drainage structures. This project is located within the Municipality of Anchorage (MOA) and is funded with State bond funds.


DOWL provided the preliminary engineering and design development and produced a Reconnaissance Report, a Design Study Report, right-of-way mapping, a Utilities Conflict Report and a set of Plans, Specifications and Estimates for project construction.

The environmental analysis for the project required an Environmental Assessment (EA) with the U.S. Army Corps of Engineers (COE) acting as the lead agency for the National Environmental Policy Act (NEPA) process required to secure a needed Section 404 Wetlands permit.

Public input was sought throughout the environmental documentation and engineering design process.
